Because state agencies are usually responsible for the costs of incarceration, Performance Incentive Funding (PIF) incentivizes local jurisdictions to reduce recidivism by rewarding them. A new report by the Vera Instute has surveyed more than 50 practitioners who are considering PIF legislation and has found that many have encountered various obstacles regarding the employment of PIF.
