Reaching Inside the Jails to Break the Cycle of Homeless Arrests

Through Pay for Success, NCCD is partnering to help people with mental illness or substance abuse disorders side step the “revolving door” of the Los Angeles County Jail. Just in Reach, a supportive housing program, aims to reduce the high rate of recidivism and homelessness among this group—part of LA County’s large and chronic homeless population—by providing housing, health services, treatment services, and intensive case management. Pay for Success is a funding strategy that involves private funding of public programs, which is repaid by government if certain successes are achieved.
