Keeping Young Offenders Safe From Harm

Evidence shows that young people are at the greatest risk of sexual victimization in adult jails and prisons. Last August, the U.S. Department of Justice (DOJ) issued the Prison Rape Elimination Act (PREA), previously approved by Congress in July 2003, to address this issue. Under PREA guidelines, the housing of youth in the general adult population inside prisons is now banned.
