It has been reported by the Center on Juvenile and Criminal Justice that juvenile crimes in CA were at a record low in 2011. This drop in juvenile crime may be attributed to the decriminalization of small amounts of marijuana by Gov. Arnold Schwarzeneger in 2010, and to the fact the fact that impoverished communities have experienced a 9% reduction in juvenile residents.
