Due to California’s realignment program, low-level and non-violent offenders have been sent to county jails rather than state prisons. For disabled prisoners or those requiring special medical attention, the shift has been hard to endure, as some county jails are not equipped with the accommodations that disabled prisoners require. Sacramento, Santa Barbara, Los Angeles, Tulare, and Butte county jails may need to improve their conditions in order to meet the needs of the growing influx of disabled inmates.
