The Washington Post‘s Editorial Board expresses its support for giving minors safety, structure, and education to provide a greater opportunity for rehabilitation. It cites a report by the Campaign for Youth Justice that describes the challenges incarcerated youth face when placed in adult jails and prisons such as a lack of educational opportunities and a high risk for sexual abuse. The Editorial Board applauds policies in Texas, Illinois, and Arizona that have acknowledged these risks and may allow for better compliance with the Prison Rape Elimination Act.
