“A Foster Child’s Journey” is the second in a three-part series focusing on California’s foster care system. Writer Jamie Ballard discusses the difficulty of providing foster children with safe homes and stability. Ballard cites a study by the New York University School of Social Work that indicated 28% of foster children nationwide have reported being abused in their foster homes. One foster child, Angie, lived in over 60 homes, group homes, and institutions in the 13 years she was a foster child.
