The city of Baltimore is considering the construction of a new prison to harbor youth they deem violent. The proposed construction may be unnecessary and based on overprojections. There are, however, alternatives that involve reforming management policies, strengthening community outreach programs, and targeting vulnerable demographics as outlined in the NCCD publication Bed Space Forecast for Baltimore Youth Detention Facility, written by Chris Hartney and Isami Arifuku.
